Why do you want to write an OS?  The Mac OS that I use works and is still tolerable.  I can think of a lot of software that is in much worse shape.

That said, I think a Java-based OS would be useful.  I would look at TempleOS for inspiration.

I agree, post-2000 is when things really became intolerable.
