Is the use of fear or underhanded stuff inherently wrong?

I'm talking about people who want to get what they want, or rule the society how they want. This is also associated with Machiavelli. This is not compatible with the Christian Bible but can be compatible in Islam or Judaism (?), maybe just depending on sect though.

I'm talking about the general principle and I think there is a difference between ridiculing or making a consequence for a population or ideological adversaries and murdering them, for example.
