Is this building new or old? Modern or traditional?

Who do you think designed it?

I know the background but I'm curious what everyone's impression is from seeing it.

My guess is modern because it lacks feeling and makes no sense to me.

It looks like a modern building that was designed with the intention of imitating older buildings. You can see the resemblance to ancient Greek and Roman architecture because of the arched windows, but it is clearly inferior to ancient architecture because it lacks the ornateness of ancient buildings with its simple, cookie-cutter design.

It doesn't look bad to me. It's clean and simple. Probably very functional. It's a mix of old and new. I can't say it's bad, also can't say it's great. It's between good and average.
